T4 is the inactive form of the thyroid hormone and when it cannot be converted to T3 the body cannot use it and then you are not making enough of the hormones needed.

There are receptors in the cell membranes of the thyroid that work together to make T3. Often those receptor sites can be damaged and they will no longer be able to do their main function which is making T3. This slows down the thyroids ability to function properly.
